PROPOSED SINGLE STOREY PAVILLION.  

ST. JOHN'S MEAD, PRIMARY SCHOOL, 26 ROWSLEY ROAD, EASTBOURNE.      

 

Thank you for your letter dated 28th January 2009.

 

We OBJECT to the application as submitted because the drainage scheme of the development proposed is likely to result in a significant risk to ground water resources from which supplies of potable water are obtained. We recommend that planning permission should be refused on this basis.
 
Reasons
The site is located within a Source Protection Zone 1 area where we carefully monitor development proposals of all types. Source Protection Zones are designated by the Environment Agency to identify the catchment areas of sources of potable water (that is high quality water supplies usable for human consumption) and show where they may be at particular risk from polluting activities on or below the land surface. Source Protection Zone 1 areas are designated closest to the source of potable water supplies and indicate the area of highest risk to abstracted water quality.
 
In this instance the proposed development would threaten potable water supplies for the following reasons:

The applicants propose to install a septic tank for the discharge of foul water from two toilets.  This would require a Discharge Consent from the Environment Agency which would not be granted due to the sites location in a SPZ1. In addition, there is also a mains sewer in the adjacent road, so we would expect all foul water to discharge to the mains.


This objection is supported by our recently revised internal policy: The Environment Agency, Groundwater Protection: Policies and practice (GP3) 2008 P4-3.
 

We would stress that we have no objection to the principle of the development, so if the applicant is able to submit a revised drainage scheme we would be able to reconsider our position.
