Dear
Jeremy
Westfield
ˇV I thought I should at least have a go at seeing if avoiding committee was
possible as I perceive a risk of non-material matters being given weight by
committee members.
Lunsford
Cross - As stated in my e-mail of the 26th March the work, although
started, has been scaled right back for an indeterminate period. I hope
the e-mail attached below from our qualified ecologist (Dr Judd) who carried out
the work to date demonstrates she has ensured that a suitable level of
ecological mitigation has taken place commensurate with the work so far. When
the work is again scheduled we will revisit the state of the planning process
and reactivate actions required. This includes an Ecological Watching Brief and
a Control Plan as part of the HASEMP to ensure that all appropriate mitigation
is implemented during construction. This will still be relevant if the scheme is
reactivated.
Best

Dear
Nick,
Thank
you for forwarding on the email from Jeremy Patterson, his concern
was:
The details submitted
regarding Condition 5 (ii) and (iii) which accompanied your letter dated 19th
March do not mention how harm to reptiles will be avoided. In the application,
it was proposed to manage the vegetation prior to construction under an
Ecological Watching Brief and that a Control Plan would be included in the
HASEMP to ensure that all appropriate mitigation is implemented during
construction.
I
have attached the Environmental Control Plan that was in place in the HASEMP
prior to work commencing in February.
I
carried out an Ecological watching brief on 4th February on the small area of
hawthorn and blackthorn removed. There was no understorey in the area
affected and no rabbit burrows were found, so the clearance went
ahead.
No
watching brief was considered necessary to the north of the site, as no reptiles
were found here during the survey. However, I still checked this area for
any debris suitable for reptiles to shelter under prior to any clearance of the
poly tunnels and nothing was found.
Following
that, the only work undertaken was reinstating the new fence line. This
work was carried out by hand using a petrol powered hand auger to dig the fence
posts in the first week of April. Given the amount of disturbance in the
area was minor and the timing was very early in the season, it was not
considered that a watching brief for this operation was necessary. As far
as I am aware, no further work was carried out following this
work.
As
previously discussed, the log pile was constructed in February to add some
biodiversity interest to the site.
I
hope that this answers all the outstanding questions and I apologise for not
including this information previously. If you do need any more information
please let me know.
With
regards,
Georgina

Nick,
To confirm, the Head
of Planning has considered the representations regarding Westfield WWTW and has
concluded that the application should go to
Committee.
In terms of
Lunsford's Cross WWTW and the submitted conditions, could you clarify the
following matter? The details submitted regarding Condition 5 (ii) and (iii)
which accompanied your letter dated 19th March do not mention how harm to
reptiles will be avoided. In the application, it was proposed to manage the
vegetation prior to construction under an Ecological Watching Brief and that a
Control Plan would be included in the HASEMP to ensure that all appropriate
mitigation is implemented during construction. Can I confirm with you that that
the latter is still relevant to the information submitted pursuant to Condition
5 above?
Please accept my
apologies for the delay in contacting you regarding Lunsford's Cross. I will
endeavour to discharge the conditions as soon as I can after receiving your
reply.

Jeremy
