Two points which I would raise – other than that the conditions seem acceptable.

 

We would be more at ease if Condition 5 text was changed to read,  ‘Prior to commissioning of the new facility an environmental …’ rather than, ‘Before commencement of construction at the site an environmental…’; as agreeing such conditions can take some time. I would hope our track record would give adequate surety that an agreement will be reached and acted on.

 

I think the only condition which I can be positive will cause concern is 5. (iv) – ‘The provision of habitats within the treatment works for reptiles and invertebrates.’ Discussion with our ecologists indicates the opportunity of providing reptile habitat within the site is very limited. We can see there might be opportunity to put some minor habitat improvement in the new corner of the site – however we will have to run this past our client and we cannot guarantee it at this point. Therefore, if the permission needs to be finalised very soon could the condition be altered to read: ‘5. (iv) Measures agreed with ESCC Ecologists for reinstatement to encourage biodiversity.’ This would leave open options which we might be able to come up with after some consideration and discussions.

 

Also speaking with our ecologists, alteration to the contiguous woodland which is within SW ownership is not thought appropriate as it is of some biodiversity benefit as it stands.  

 

From personal observation, STWs with trickling filter beds particularly give a boost to the local invertebrate population.

I gather you're back in the office tomorrow. If you have a chance, could you take a quick look at the attachment which sets out the proposed conditions. I've included a traffic management plan, as the Highway Authority is not keen on the access. I know you're aware of its substandard nature but we will need some further assurance of its use. I've also included an environmental enhancement scheme - it's not onerous but we should be seeking some enhancement for wildlife/landscape and I trust this will be acceptable. The main point could be the fencing - have you considered a lighter framed weld mesh fence which would still provide security but be less intrusive? Archaeology will also need addressing, as you're aware.

 

I want the report signed off in the next few days so any comments on the conditions should be with me by end of tomorrow. I'm out of the office Tuesday morning but in during the afternoon if you wish to call.
